MSPCA wants greater transparency and discussion on Pigeon management plan.

Refutes the notion that culling is a solution.

 

Last week the media carried a report in which the public was told that there is a plan approved by cabinet to capture pigeons in order to feed them something that would result in a “natural” death.

 

The MSPCA cannot support the plan based on animal welfare issues because no information has been released about the agent planned to be used to poison the animals, nor has any information been made public about the cages and equipment used to transfer pigeons around after they are captured. Knowing all too well how many poisons, natural and artificial, produce a long drawn out and painful death, without knowing the actual ingredient, no one should support the claim that it is going to be a humane affair. The MSPCA would like to remind the government that Maltese law recognizes the sentience of all animals and calls for state to intervene whenever animal welfare is being threatened [1].

 

While the MSPCA understands that a short-term strategy is needed to reduce the pigeons because of their detrimental effects on human health, heritage and property, the Society wants to see more long term and intelligent solutions put in place before the short-term solutions are even considered and that then short-term solutions need to also be humane. One such-short term humane solution is to build structures for nesting which would allow humans to remove the eggs, preventing them from hatching which was already proposed by the Commissioner for Animal Welfare in 2017 [2]. Feeding pigeons is what keeps them coming. If they cannot find food, they will move to other places and are very capable of flying out of Malta in a matter of few hours. How can we be talking about culling if we haven’t tried the simplest and cheapest solution yet? Why are we giving up on changing people’s attitudes towards littering before making a sincere and sustained effort to try? Why is culling (death) again being proposed as an answer, when time and again culling has been shown to be the least humane and least effective of all options? Culling only makes it possible for more pigeons to move into the vacated habitat and will not produce the result the Directorate of Environmental Health is after. Culling as a solution to a human-made problem must stop.

 

The MSPCA would like to hear the position of the current Commissioner for Animal Welfare given that his predecessor had made his position public against pigeon culling as the solution.

 

The MSPCA is calling on the Directorate for Environmental Health to publish the ingredients planned to be used to poison the pigeons.

Il-MSPCA ma tistax tagħti sapport lil dan il-pjan minħabba tħassib dwar il-benesseri tal-annimali abbażi li ma ġietx rilaxxata informazzjoni dwar il-kimiċi u lanqas dwar il-gaġeġ li se jintuzaw f’dan il proġett. Nafu biż-żejjed kemm velenu kapaċi jikkawża mwiet twal u koroh, u għalekk mingħajr informazzjoni ħadd ma jista jarbel kemm hu tassew pjan li ma jwqassalx għal tbatijja. Il-MSPCA tfakkar lill-Gvern li il-liġi Maltijja tirrikonoxxi is-sentjenza tal-annimali kolla u ssejjah lill-Gvern jintervjeni f’kull sitwazzjoni fejn il-ħarsien tal-annimali qiegħed jiġi mgħedded [3].

 

Waqt li l-MSPCA tifhem il-bżonn ta’ soluzzjoni li twassal ghal inqas hsara li il-ħamiem jaf jagħmel fuq is-saħħa, il-patrimonju u propjeta’, is-Soċjeta tixtieq tara soluzzjonjiet iktar intelliġenti u li jimmiraw fit-tul, qabel ma jiġu ikkunsidrati miżuri li jatu riżultati biss fil-qasir. Umbaghad il-proposti immirati għal-effett immedjat għandhom ikunu konsistenti mal-ħarsien tal-annimali. Proposta li saret mill-ex Kummissarju ghad-Drittijiet tal-Annimali fl-2017 [4] kienet li jinbnew strutturi li fihom jistgħu ibejtu il-ħamiem fejn uffiċjali jkunu jistgħu jidħlu u jiehdu il-bajd, pero din qatt ma ġiet ikkunsidrata serjament. Il-ħamiem jibqa jiġi għax isib x’jiekol. Kieku ma jsibux ikel, jafu jfittxu postijiet oħra iktar favorevoli u kapaċi jtiru barra minn xtutna fi ftit siegħat. Kif nistgħu nitkellmu dwar qtil qabel ma pruvajna l-iktar soluzzjoni sempliċi u naturali? Kif qtajna qalbna li nbiddlu l-attitudni lejn l-iskar fit-toroq qabel ma ghamilna ħila ġenwina u sostenuta biex nippruvaw? Għalfejn qed jiġi ikkunsidrat qtil meta nafu li ma jtikx l-effett mixtieq u tikkawża tbatijja għalxejn? Il-qtil tal-ħamiem se jservi biss biex jiżgombra il-post għal-ikat ħamiem biex joħodlu postu, mhux ir-riżultat li jixtieq id-Direttorat għas-Saħħa Amjentali. L-idea li il-qtil hu soluzzjoni għal problemi li ħalaq il-bniedem trid tieqaf.

 

Il-MSPCA tixtieq tara il-pożizzjoni tal-Kummissarju għall-Ħarsien tal-Annimali ġaladarba min kien inkarigat f’dan ir-rwol qabel kien ħa pożizzjoni pubblika ċara kontra il-qtil bħala soluzzjoni għal din il-problema.

 

Il-MSPCA qed issejjaq lid-Direttorat għas-Saħħa Amjentali jippublika id-dettalji relevanti dwar liema tip ta’ velenu ġie approvat f’dan il-pjan.
